New VFP Leadership Installed

31 May 2018, PVAO Arroceros, Manila – New officers of the Veterans Federation of the Philippines (VFP) were installed peacefully after an initially intense confrontation with the supporters of the relieved Acting President, Col. Bonifacio G. De Gracia (Ret).

DND Department Order No. 184, which was issued on 24 May 2018, terminated the hold-over capacity of the incumbent officers of the VFP and declared the nullity of the result of the National, Affiliate, and Regional Elections of the VFP conducted on 21 December 2017.

However, despite this legal order, De Gracia refused to step down from his position and camped inside the VFP Headquarters, where his supporters, who were mostly members of the VFP Sons and Daughters Association, Inc. (VFP SDAI), held vigil in front of the locked down building.

After a series of negotiations between the legal officers of the two sides, with the intervention of Manila police, the supporters of De Gracia conceded to open the building. The new VFP officials, led by Acting President and retired Justice Manuel R. Pamaran, were then ushered inside the building, where they took oath.

Pursuant to DND Department Order No. 193, the following are appointed to their respective positions: LtGen. Raul S. Urgello AFP (Ret), Executive Vice President / COO; Col. Leopoldo M. Amar PAF (GSC) (Ret), Vice President for Administration; Commo. Salvador Q. Esguerra, Vice President for Operations; Capt. Gilbert M. Baladhay PN (Ret), Vice President for Finance; Col. Diosdado M. Domingo PA (Ret), General Manager, VFP-IC, and; BGen. Pedro L. Sinajon, Jr. AFP (Ret), Assistant General Manager, VFP-IC.

DND Undersecretary for Civil, Veterans, and Retiree Affairs (USCVRA) Reynaldo B. Mapagu led the oathtaking of the newly appointed officers with PVAO Administrator Ernesto G. Carolina and members of the PVAO Executive Committee as witnesses.

The VFP is a government-owned and controlled corporation (GOCC) attached to the DND and is under the direct control and supervision of the Secretary of National Defense. The VFP was created through Republic Act No. 2640 and serves as an umbrella organization of all organizations of Filipino veterans and their dependents. It is mandated by law to uphold the interest and general welfare of all Filipino veterans, spouses and orphans.
