8 March 2017, Novotel Araneta Center—The Civil Service Commission (CSC) recognized the Philippine Veterans Affairs Office (PVAO) for obtaining Maturity Level II in four HR systems under the Program to Institutionalize Meritocracy and Excellence in Human Resource (PRIME-HRM).
The four HR systems under CSC's PRIME-HRM that PVAO successfully complied with are: (1)Recruitment, Selection, and Placement; (2) Performance Management; (3) Learning and Development, and (4) Rewards and Recognition. The PRIME-HRM is a process to support the fulfillment of the CSC’s vision of becoming a Center of Excellence for Human Resource and Organization on Development. It appraises an agency’s excellence towards human resource competencies, systems, and practices.
PVAO Administrator Undersecretary Ernesto G. Carolina and PVAO Chief of the Human Resources Development Division (HRDD) Ms. Mariciel Estacio, MNSA were present during the event to receive the award. Among 63 existing core HR systems in competencies evaluated vying for compliance to the globally competitive human resource industry, PVAO retained its Maturity Level II from last year's title.
Aside from Human Resource Management Officers (HRMO), the program also covers all national and local government agencies, government-owned and controlled corporations (GOCCs), state universities and colleges, and regional offices of agencies with HR units.
